The 26-year-old winger has put pen to paper on a four-year contract with the club.
Hailing from Rochdale, McNeil’s journey began in the Manchester United youth system, before joining the Burnley academy as a teenager.
There, the winger prospered, establishing himself in the Premier League as an 18-year-old after winning the Clarets’ Youth Team Player of the Year award.
Call-ups for England’s Under-20s and Under-21s – for whom McNeil made 10 appearances – both followed, with his seven goals and 17 assists in 147 appearances for Burnley earning him a switch to Everton in 2022.
In his first season on Merseyside, the creative winger was named the Toffees’ Young Player of the Season. He has continued to produce strong attacking returns, with 15 goals and 19 assists in 128 games in all competitions.

McNeil said: “I'm really happy to be here, and looking forward to the challenge ahead.
“The lads have had some great success over the last two seasons. It’s something that I want to be a part of, so I’m really looking forward to getting started.”
