Defensively, Roy Hodgson has made three changes: bringing in Wayne Hennessey for Vicente Guaita, the fit again Aaron Wan-Bissaka for Joel Ward and Scott Dann for Martin Kelly.
Then, in midfield, Cheikhou Kouyate replaces Andros Townsend with Meyer coming in for James McArthur.
The Clarets have made one change to the side which lost 2-0 to Newcastle on Tuesday night, with Ashley Westwood replacing Jóhann Berg Guðmundsson in midfield.
